FACT CHECK: Romney's deficit vow lacks specifics

WASHINGTON (AP) ? Mitt Romney promised voters Thursday night that he would cut deficits and put America on track to a balanced budget as president, but he left voters to take it on faith ? or not ? that he could deliver. The details behind that pledge, and the painful spending choices involved, are conspicuously lacking in his agenda.

No one would expect a presidential nominee's acceptance speech, a tone-setting introduction of the candidate before a huge TV audience, to march through the nitty gritty of a budget. Such speeches are meant to soar and generalize. But the specifics don't exist anywhere else and, without them, there's no telling how he could increase military spending, cut taxes, restore over $700 billion to Medicare, meet the government's core obligations ? and bring down deficits.

A closer look at some of Romney's claims in his speech closing the Republican National Convention in Tampa, Fla.:

ROMNEY: "To assure every entrepreneur and every job creator that their investments in America will not vanish as have those in Greece, we will cut the deficit and put America on track to a balanced budget."

THE FACTS: Romney has promised to cut $500 billion per year from the federal budget by 2016 to bring spending below 20 percent of the U.S. economy, and to balance it entirely by 2020. But he's remarkably vague on how he would do that. He has offered ideas like repealing President Barack Obama's health care law, which is actually projected to save money overall, and cutting smaller areas of government spending such as foreign aid and Amtrak subsidies.

Some of his priorities, such as increasing military spending and reversing $716 billion worth of Obama's cuts to Medicare, would make the job more difficult. Romney has steered clear of proposals to touch Medicare and Social Security in the short run, which leaves a relatively limited portion of the $3.6 trillion federal budget to cut.

He's also proposed to cut tax rates while ending some deductions and exemptions, but he hasn't detailed which ones. Deductions that are hugely expensive for the government to provide ? like the mortgage interest and charitable deductions ? are also hugely popular.

ROMNEY: "That business we started with 10 people has now grown into a great American success story."

THE FACTS: Bain Capital is indeed a success story. But the story of the companies it invested in is more complicated. Romney mentioned his usual examples of companies that started or prospered in his career as a venture capitalist ? the national Sports Authority and Staples chains, and Steel Dynamics in Indiana.

Equally selectively, Obama's campaign cites only the Romney-shepherded deals that closed companies or otherwise cost jobs.

A new Romney website, devoted to his record at Bain, states "the businesses Romney helped start while at Bain Capital employ more than 100,000 people today." But like the candidate himself, it doesn't subtract job losses during his time at Bain Capital and it doesn't make clear that much growth came years after he left ? as did some job losses than Obama blames on his rival.

Georgetown, S.C.,-based GS Industries was one such company that Bain bought in the mid-1990s. In 2001, the steel mill filed for bankruptcy and was tied up in lawsuits from local residents alleging the plant polluted their historic town. Romney blamed the bankruptcy on Chinese dumping cheap steel into the U.S. market, although Bain ultimately realized more than $30 million on its investment, according to financial documents.

At another Bain-owned South Carolina company, the Holson Burnes Group Inc. in Gaffney, about 150 workers lost their jobs as some plant operations were sent up north ? and later overseas. By 2004, a prospectus showed Bain saw a $33.8 million valuation on its initial investment.

Steel Dynamics quickly became a leader in the production of flat-rolled steel, expanding to other locations in the U.S. and Mexico, reaping $8 billion in sales in 2011. Bain's five-year investment paid off, and when the Bain cashed out in 1999, it left with an 82 percent rate of return on its $18 million investment.

But the steel mill received $37 million in state and local tax incentives to build in Indiana, and nearby residents were subject to a special income tax levy to support the project. That part of the story does not fit well with the Republican convention's "We built it" mantra that business, not government, grows jobs. Romney acknowledged in the speech that not all Bain investments were successful.

ROMNEY: "I have a plan to create 12 million new jobs. It has five steps."

THE FACTS: No one says he can't, but economic forecasters are divided on his ability to deliver. He'd have to nearly double the anemic pace of job growth lately.

That's conceivable in a healthy economy. Moody's Analytics, one financial research operation, expects nearly that many jobs to return over the next four years no matter who occupies the White House, provided there are no further economic bumps. Other analysts have questioned Romney's rosy job promises.

Romney's steps include deficit cuts that he has not spelled out, and a march toward energy independence that past presidents have promised but not delivered. Unlike Obama, he does not support curbs on demand; namely the much higher mileage standards that are coming into effect. Romney proposes boosting supplies, with freer access to development of oil, gas, coal and more. Independent energy analysts say supply and demand both have to be in the equation for energy independence to be achieved.

ROMNEY: "President Obama promised to slow the rise of the oceans and to heal the planet."

THE FACTS: Really?

Yes, pretty much.

In a June 2008 speech marking his victory in the Democratic primaries, Obama said generations from now, "we will be able to look back and tell our children that ... this was the moment when the rise of the oceans began to slow and our planet began to heal."

Obama backed a climate-change bill that passed the House in 2009. A similar bill died in Senate in 2010. Opinion is mixed whether he worked hard to get it passed.

RYAN DELIGHTS

Republicans danced on their convention floor in delight at the conclusion of Paul Ryan's speech. As the vice presidential candidate neared the end of his speech, his voice rising, many in the crowd burst into a placard-waving, dancing-in-the-aisles burst of exuberance.

Even a few beach balls appeared, bopped around by the crowd, as Ryan and his family waved on stage. The Wisconsin congressman is a favorite among the party faithful and especially conservatives.

A PITCH TO YOUNG VOTERS

Much has been said about President Barack Obama's popularity among young people in his 2008 race for the presidency ? and the greater apathy many young voters are thought to feel this time around.

Republican vice presidential nominee Paul Ryan took a swipe at Obama on just that issue Wednesday, telling the convention crowd that "college graduates should not have to live out their 20s in their childhood bedrooms, staring up at fading Obama posters and wondering when they can move out and get going with life."

Obama has been campaigning hard the last few weeks on college campuses, hoping that once again the youth vote can give him a boost.

Paul Ryan touched on his Catholic faith and Mitt Romney's Mormon faith in accepting the Republican nomination for vice president.

"Mitt and I also go to different churches. But in any church, the best kind of preaching is done by example. And I've been watching that example," Ryan said. "The man who will accept your nomination is prayerful and faithful and honorable. Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he's a fine man, worthy of leading this optimistic and good-hearted country.

"Our different faiths come together in the same moral creed," Ryan continued. "We believe that in every life there is goodness; for every person, there is hope. Each one of us was made for a reason, bearing the image and likeness of the Lord of Life."

RYAN ON STIMULUS

In a speech assailing Barack Obama, vice presidential nominee Paul Ryan called the stimulus spending "a case of political patronage, corporate welfare and cronyism" at its worst.

But the Wisconsin lawmaker himself asked for stimulus funds in his district shortly after Congress approved the plan. Those pleas included letters to Energy Secretary Steven Chu and Labor Secretary Hilda Solis seeking stimulus grant money for two Wisconsin energy conservation companies. One firm received $20.3 million, according to federal records.

GOP DIVERSITY

Condoleezza Rice got a huge roar of approval from fellow Republicans when she recounted her life story, the story of a little girl who "grows up in Jim Crow Birmingham ? the most segregated big city in America."

"Her parents can't take her to a movie theater or a restaurant," remembered the former secretary of state, who is black. "But they make her believe that even though she can't have a hamburger at the Woolworth's lunch counter, she can be president of the United States. And she becomes the secretary of state."

Just moments later, New Mexico Gov. Susana Martinez spoke in startlingly similar terms about her own childhood, remembering that: "Growing up, I never imagined a girl from a border town could one day become a governor. But this is America." And then switching to Spanish she added: "Y, en America todo es posible."

Republicans are increasingly worried about their ability to attract minority voters and they have highlighted a series of speakers from diverse backgrounds.

Both Rice and Martinez were mentioned at various times as possible vice presidential picks, but both insisted they were not interested.

RYAN GOES ON ATTACK

Paul Ryan is giving voters a vivid image of the nation's unemployment crisis.

If everyone now out of work stood in single file, he says, "that unemployment line would stretch the length of the entire American continent."

"You would think that any president, whatever his party, would make job creation, and nothing else, his first order of economic business," Ryan told GOP delegates. "But this president didn't do that. Instead, we got a long, divisive, all-or-nothing attempt to put the federal government in charge of health care."

Ryan's acceptance speech Wednesday night stands as one of the fiercest attacks on President Barak Obama's record in a convention flush with harsh words.

Leading such attacks is a traditional role for the No. 2 candidate on a ticket.

CONDI'S FORMAL; CROWD'S NOT

Former Secretary of State Condoleezza Rice keeps insisting she's not a politician and not interested in elected office. Indeed, her tone at the Republican National Convention was markedly different than that of the other speakers.

For example, few of the speakers ? mostly elected officials and longtime politicians ? begin by greeting the boisterous crowd as "distinguished delegates."

Rice, of course, is America's former top diplomat and a longtime academic, and she's known for a more formal speaking style, as befits her professions.

Yet despite the academic cast to her words, her address was overtly political, as she described for the crowd what she called a nation at risk of falling into decline and told the crowd that America cannot "lead from behind."

And the crowd did not respond formally ? instead giving her several rounds of clamorous standing ovations.

THE EVANGELICAL VOTE

Former pastor and one-time presidential hopeful Mike Huckabee says he wants to clear the air about whether "guys like me ? an evangelical ? would only support a fellow evangelical."

"Of the four people on the two tickets, the only self-professed evangelical is Barack Obama," Huckabee told the GOP convention. "And he supports changing the definition of marriage; believes that human life is disposable and expendable at any time in the womb, even beyond the womb; and tells people of faith that they must bow their knees to the god of government and violate their faith and conscience in order to comply with what he calls health care."

Referring to the Republican nominee's Mormon faith, former Arkansas Gov. Huckabee said: "I care far less as to where Mitt Romney takes his family to church than I do about where he takes this country."

Former Minnesota Gov. Tim Pawlenty compares President Barack Obama to a youthful indiscretion.

REMEMBER MAINE

"As goes Maine, so goes the nation!"

That was the chant of about 200 supporters of Ron Paul on Wednesday, still smarting over a ruling that prevented 10 Paul delegates from Maine from being seated at the convention.

But instead of taking their protest to the convention floor, the group from Texas, Maine, Nevada and Colorado marched in the hallway outside the arena repeating the chant. A convention panel switched the Maine delegates from Paul to Mitt Romney last week, saying the Paul delegates were elected in violation of party and parliamentary rules.

Adding to the anger of Paul's delegates, the convention adopted new rules Tuesday designed to limit the ability of insurgent candidates win delegates in 2016.

Wearing badges that stated "Remember Maine 2012," the group was trailed by news media, cameras and security who guided the marchers to the exits without confrontation. They continued their march outside the arena toward nearby streets.

"We played by the rules, and they changed the rules," said Sherry Kornahrens, a Paul supporter from Reno, Nev.

ONE FOR THE GIPPER

Nothing tugs at the hearts of the GOP faithful like invoking the name of the late Ronald Reagan. And Sen. Rand Paul didn't disappoint.

Paul recounted author Paul Kengor's story of an 11-year-old boy in a small Illinois town coming home from a basketball game at the local YMCA one night to find his father sprawled out in the snow, drunk, dead to the world.

"The boy stood over his father for a minute or two," said Paul. "He simply wanted to let himself in the door and pretend his dad wasn't there. Instead, he grabbed a fistful of overcoat and heaved his dad to the bedroom, away from the weather's harm and neighbors' attention."

And then the kicker:

"This young boy became the man ? Ronald Reagan ? whose sunny optimism and charisma shined so brightly that it cured the malaise of the late '70s, a confidence that beamed so broadly that it pulled us through a serious recession, and a faith that tugged so happily at all hearts that a generation of Democrats became Republicans."

A NATION OF IMMIGRANTS

America is a land of immigrants. And pride in that heritage has been all over the place during the last two nights of the GOP convention. Speaker after speaker told stories of family roots beyond America ? and of how the struggles faced by those immigrants helped forge their own values.

For New Jersey Gov. Chris Christie, it was reminiscing about his Irish father and his Sicilian mother (she was the family's real force, he noted).

For South Carolina Gov. Nikki Haley, it was recounting how her Indian immigrant parents instilled in their children a deep gratitude that they were growing up in America.

And for South Dakota Sen. John Thune, it was the memory of how his grandfather ? one of two Norwegian brothers ? came to America in 1906 knowing how to say only two things in English, "apple pie and coffee."

At Ellis Island, immigration officials decided their last name ? Gjelsvik ? was too difficult and asked them to change it. They picked "Thune," the name of the farm where they worked in Norway.

"Like many Americans," Thune said, "I've been blessed by the hard work and sacrifice of those who've come before."

It was a refrain that filled the hall again and again.

A copy of Kentucky Sen. Rand Paul's convention speech, emailed to reporters by organizers, incorrectly identified the speaker as Ron Paul, the Texas congressman who challenged Mitt Romney for the GOP presidential nomination.

Ron Paul, who is Rand' father, isn't speaking at the convention, though a video tribute to him was played for delegates Wednesday evening. Ron Paul said he has no plans to endorse Romney, and some of his supporters caused a stir on the convention floor Tuesday over new rules that could impede future insurgent candidates like Paul.

Convention organizers later sent out a corrected copy of the speech, just minutes after delegates watched a video featuring another Republican father-son duo: Presidents George H.W. Bush and George W. Bush.

BUSH MEMORIES

The two Bush presidents ? George H.W. and son George W. ? offered their personal recollections about their days in the White House in a video appearance at the Republican convention Wednesday night.

Neither man attended in person.

In the video, the son remembered a visit to the Oval Office by Russian President Vladimir Putin and how impressed he was. The father remembered former "Saturday Night Live" cast member Dana Carvey's imitations of him ? and a funny performance in the White House.

RYAN A GOP DARLING

Paul Ryan takes the stage tonight as the Republican Party's vice presidential candidate and its darling. About a week after Mitt Romney named Ryan his running mate, an AP-GfK poll found that 63 percent of Republicans held a favorable impression of the congressman. Just 15 percent held an unfavorable one. Here's a look at which groups of Republicans hold him in particularly high esteem:

Conservative Republicans (70 percent favorable) give him rave reviews, including 47 percent who hold a "very favorable" opinion. That figure outpaces Romney's "very favorable" ratings among the group (37 percent).

Among moderate and liberal Republicans, 50 percent have a positive take on Ryan.

Tea party backers are particularly fond of Ryan. His favorability among supporters of that political movement stands at 79 percent.

Older Republicans (72 percent favorable among those age 45 and up) are more positive than Republicans of Ryan's own generation (53 percent among those under age 45).

RAND PAUL: NO FEAR

Sen. Rand Paul brought many delegates to their feet with a rousing call for both political parties to put aside fear and stand up for Americans' rights.

"Republicans and Democrats must replace fear with confidence ? confidence that no terrorist, and no country, will ever conquer us if we remain steadfast to the principles of our founding documents," said Paul, whose father is Rep. Ron Paul, the former presidential candidate with a pool of fervent followers.

"We have nothing to fear except our own unwillingness to defend what is naturally ours, our God-given rights," Rand Paul declared. "We have nothing to fear that should cause us to forget or relinquish our rights as free men and women."

His father, who carried 190 delegates at the GOP convention, didn't speak but was the subject of a tribute video.

McCain says the president missed a historic opportunity by failing to throw America's "full moral support" behind Iranian revolutionaries trying to oust "a brutal dictatorship that terrorizes the Middle East and threatens the world."

And he says Obama "is not being true to our values" when he abandons Syrians to "a savage and unfair fight."

"The demand for our leadership in the world has never been greater," McCain said. "People don't want less of America. They want more."

Dems use GOP words against Ryan on Medicare

Democratic Congressional Campaign Committee Chairman Steve Israel (D-NY) has sent a memo to candidates, advising them to keep up the Medicare drumbeat now that Rep. Paul Ryan is running as vice president ? and they?re using some Republicans as proof of ?bi-partisan opposition to the Ryan Budget.?

According to the memo obtained by POLITICO, Israel urged candidates to cite comments made by former speaker of the House Newt Gingrich, Rep. David McKinley (R-W.Va.) Sens. Olympia Snowe, Susan Collins (R-Maine) and Scott Brown (R-Mass.), and an ad run by the Montana GOP on behalf of Rep. Denny Rehberg?s bid for senate.

?You have a tremendous opportunity to demonstrate the bi-partisan opposition to the Ryan budget, using Republicans as validators,? Israel wrote. ?Republicans have made your argument about the damage the Ryan budget would do to seniors and the middle class. Not a single Democrat voted for it, but Republicans voted against it.?

Since the moment Ryan was announced as Mitt Romney?s running mate, Democrats down the ballot have been hammering Republican opponents on the budget Ryan introduced in the House.

Republicans have countered they are the only ones to introduce a plan to ?save Medicare,? and President Obama?s health care law includes significant cuts to the Medicare program and will lead to the rationing of health care for seniors.

Israel advised candidates to keep on the offense and keep the focus on the Ryan plan.

?[T]he Ryan budget includes the same savings from insurance company subsidies and reductions in waste and fraud in Medicare that Republicans are now using to attack Democrats, but your focus must be on how it is Republicans, alone, who chose to destroy Medicare benefits,? Israel wrote. ?The Republicans? strategy is to lie about Medicare and the impact of the Ryan budget. If you?re debating about their lies, you won?t be able to make sure voters know the truth.?

Israel said he expected to hear from campaigns on their ?specific plans from now until the end of the month to make [the] contrast clear? between Democrats and their Republican opponents.

?Your job for the next 80 days is simple: Take the national debate about Medicare that Paul Ryan on the Republican ticket has given us, and win this battle in your district,? he wrote.

Taking place on Sunday, August 26th?at 11:30am on the Celebration Digital Stage (Valencia Hall A), the competition is open to any contestants over the age of 18 who have a?Star Wars?tattoo. Contestants will enter their tattoos in one of five categories and show their tattoos to our audience and panel of special guest judges.

Pre-registration is a must?and registration cut off occurs at the end of the show day on Saturday, August 25th.

You can?only?register at the?Star Wars?Tattoo Pavilion Store during show hours and until Saturday at the close of the show.

Forget Crosby, Stills and Nash and maybe even Crazy Horse. Jonathan Demme might be Neil Young's ultimate collaborator.

As a songwriter, Young can still deliver: one of the best tunes here is a lovely, piano-propelled number, "Leia," that he hasn't even released yet.

The wartsy antipode of Katy Perry: Part of Me, with an intimacy and intensity bordering on the overwhelming.

"Journeys" is about looking back - not in sorrow or wistfulness, but in affection and, often, impassioned remembrance of times past and how they still resonate in the present.

A mesmerizing and intimate visit with a performer who is identified most closely with rock 'n' roll, but whose artistic curiosity has taken him in myriad directions musically throughout his 40-plus-year career.

Neil Young Journeys does for some of us what a rare film can do - it revives and renews our spirit. Neil Young and Jonathan Demme. Heart and soul. Wisdom and age. Fire and ashes. Lightning and thunder.

For fans, Journeys is like that box set of uneven rarities that they simply must own. For casual friends, it's 90 minutes in good company. For the rest - ho-hum.

An unusually fulsome tribute to the singer-songwriter from the director of The Silence of the Lambs.

On its own terms, "Neil Young Journeys" is an enjoyable concert film of a solo show in Toronto, interspersed with memories of his Canadian boyhood.

The concert camera work is sometimes a little tight for comfort (not really interested in Young's bridge work), though it adds to the intensity.

Movie fans probably don't need to hear him sing "Ohio" again, but "Neil Young Journeys" -- Jonathan Demme's second Young doc, if you're counting -- does have some new wrinkles.

In a sense, this film finishes a cycle that began with the homey and impressive "Neil Young: Heart of Gold" and continued with the raucous "Neil Young Trunk Show" of 2009.

"Look at Mother Nature on the run..."

A portrait of a true musical legend who is equally fascinating both onstage and off.

'Heart of Gold' was a great concert film, and 'Journeys' doesn't match it. BHut on its own it's a highly enjoyable ninety minutes of music and droll talk.

(AP) ? Penn State's ousted university president is quietly awaiting a decision on whether he will face criminal prosecution in the Jerry Sandusky scandal while two former subordinates fight charges they tried to cover up the former defensive coordinator's sexual molestation of boys.

Lawyers for Tim Curley, once the school's athletic director, and Gary Schultz, an ex-university vice president, on Thursday attacked the case against their clients as lacking in detail and substance during a 90-minute court hearing in which they asked a judge to prevent it from going to trial.

"We're confident we're going to win this case, before the judge, before the jury, if need be," Schultz's lawyer, Thomas J. Farrell, told reporters at a pretrial hearing at Dauphin County Court in Harrisburg.

Judge Todd Hoover did not immediately rule on a defense motion to dismiss perjury charges against Curley and Schultz.

Graham Spanier, the longtime university president felled by the Sandusky scandal, has not been charged with a crime. But that doesn't mean he's in the clear, according to lawyers unaffiliated with the case.

Former FBI Director Louis Freeh's university-commissioned report that accused the ex-president ? along with Curley, Schultz and football coach Joe Paterno ? of covering up a 2001 abuse allegation against Sandusky could help lay the groundwork for criminal charges, legal experts said.

The report "suggests potential liability for Spanier," said Paul DerOhannesian, an Albany, N.Y., defense attorney and former sex-crimes prosecutor.

"If I was in the state AG's office, I would seriously be looking at" a criminal case against Spanier, said another defense lawyer, Will Spade, a former Philadelphia prosecutor who worked on a grand jury investigation of priests about a decade ago.

A spokesman in the attorney general's office declined to comment, citing an "ongoing and active investigation" into the Sandusky matter.

Asked whether he expects Spanier to face charges, Spanier's attorney, Peter Vaira said, "I have no idea."

There could be a number of reasons why prosecutors haven't moved against Spanier, who led Penn State for 16 years until leaving office under a cloud four days after Sandusky's November arrest. Prosecutors could have evidence that contradicts the findings of last month's Freeh report, for example. Or they could be taking time to strengthen a potential case against Spanier, DerOhannesian said.

"There is nothing particularly unusual in no charges yet filed," he said via email. "After all, how many years did it take any prosecutor to charge Jerry Sandusky?"

Sandusky, the longtime architect of Paterno's football defense, was convicted in June of sexually abusing 10 boys.

Curley and Schultz are fighting charges they lied to a grand jury about the extent of their knowledge of the 2001 allegation against Sandusky, and that they failed to report suspected child abuse. They have pleaded not guilty.

Lawyers for the state attorney general's office declined to comment Thursday, but prosecutor Bruce Beemer suggested during the hearing that his office is confident it can prove the perjury counts against Curley and Schultz. Another defense motion ? seeking dismissal of the failure-to-report charges on grounds that the statute of limitations has run out ? was not argued Thursday.

No trial date has been set.

Spanier, meanwhile, has kept a low profile since the early days of the scandal that cost Paterno his job, tarnished Penn State's reputation and led to unprecedented NCAA sanctions against the football program.

What is known is that he has performed top-secret national security consulting work for the federal government in recent months. His security clearance underwent a four-month review after Sandusky's arrest, and was reaffirmed ? proof, suggested Spanier, that he has done nothing wrong.

Spanier also remains a tenured faculty member at Penn State, although he is on sabbatical until December and it is unclear whether he will return. University spokesman Dave La Torre would only say that Spanier's "status is under review."

There's no indication that Penn State has launched disciplinary proceedings against Spanier, who did not respond to a request for comment from The Associated Press.

The release of the Freeh report has raised questions about Spanier's handling of the 2001 allegation by a former graduate assistant, Mike McQueary, who caught Sandusky sexually assaulting a boy in the Penn State football showers.

Spanier, in his five-hour interview with Freeh, told investigators that Schultz and Curley gave him few details of the incident, telling him only that Sandusky had been "horsing around" with a boy. Spanier said he told Curley that Sandusky would be banned from bringing youths into Penn State showers.

"Had I known then what we now know about Jerry Sandusky ... I would have strongly and immediately intervened," Spanier, whose professional expertise is in family therapy and sociology, wrote in a July 23 letter to the Penn State board of trustees. "Never would I stand by for a moment to allow a child predator to hurt children."

Yet the Freeh investigation uncovered documents that seem to indicate Spanier had deeper knowledge, including an email in which the president appeared to agree with Curley's decision to keep the 2001 assault from child-welfare authorities, and instead work directly with Sandusky and Sandusky's charity for at-risk youths.

"The only downside for us is if the message isn't 'heard' and acted upon, and we then become vulnerable for not having reported it," said Spanier's email, dated Feb. 27, 2001. "The approach you outline is humane and a reasonable way to proceed."

Spanier has denounced the Freeh report as "full of factual errors," asserting it took the email out of context and "jumps to conclusions that are untrue and unwarranted."

Spanier has retained the title of president emeritus. La Torre, the Penn State spokesman, said Spanier is contractually entitled to it.

In a July 23 letter, the once-powerful and nationally regarded president lamented that his reputation has been "profoundly damaged." He asked the board of trustees for an audience so he could give his side.

So far, he's gotten no response.
