Democrats protest religious freedom hearing (AP)
WASHINGTON ? Religious leaders told a House panel Thursday the Obama administration was violating basic rights to religious freedom with its policies for requiring that employees of religion-affiliated institutions have access to birth control coverage.
The unity of the religious leaders contrasted with the partisan divide among lawmakers on the Oversight and Government Reform Committee, with Democrats saying they had been denied the ability to present witnesses who might support the government stance or speak for the rights of women to reproductive health coverage. They asked why not one of the 10 witnesses at the hearing was a woman.
The issue has sparked a political firestorm for the administration, with Catholics and other religious groups strongly protesting an original Health and Human Services ruling that religion-affiliated institutions such as hospitals and universities must include free birth control coverage in their employee health plans. The churches themselves were exempted from the requirement.
Obama last Friday modified that policy so that insurance companies, and not the organization affiliated with a church, pay for birth control costs, but that didn't satisfy those testifying at the hearing.
Bishop William E. Lori, representing the U.S. Conference of Catholic Bishops, compared the ruling to a law that would force all food providers, including kosher delicatessens, to serve pork.
"Does the fact that large majorities in society, even large majorities within the protesting religious community, reject a particular religious belief make it permissible for the government to weigh in on one side of that dispute?" he asked.
Churches played a role in the development of health care and "it is ironic that the religious organizations should have their rights crushed in the name of health care," said Dr. Craig Mitchell, a Baptist minister and head of the ethics department at the Southwestern Baptist Theological Seminary.

Cummings added that a number of Catholic groups that have welcomed the administration's efforts to find a compromise, including the Catholic Health Association, and Catholics United, were not present at the hearing.
Issa responded that the committee did accept one Democratic witness, the Rev. Barry Lynn, head of Americans United For Separation of Church and State, but rejected a second person, a third-year student at Georgetown Law School named Sandra Fluke.
Issa said the student did not have the appropriate credentials to testify at a hearing focused on threats to religious freedom and not on a single aspect of the health care law.
Committee Democrats said they were told they could have only one witness, and they chose Fluke, who was prepared to speak of the consequences women face when they are denied contraceptive coverage.
"Where are the women?" House Democratic leader Nancy Pelosi asked when the hearing was brought up at a news conference. "The Republican leadership of this Congress thinks it's appropriate to have a hearing on women's health and purposely exclude women from the panel, she said. "I may at some point be moved to explain biology to my colleagues."
On the other side of the Capitol, Sen. Roy Blunt, R-Mo., was pushing an amendment to a highway spending bill that would allow insurance plans to opt out of the mandate on contraception coverage if they have moral objections. The White House opposes the measure.
Religious leaders are telling a house panel that the Barack Obama administration disregarded basic rights to religious freedom in setting policies for access to birth control insurance for employees of religious institutions.

Please do and I suggest using the audience reviews instead of the critics reviews to influence your choices (much closer to reality). My love for Ghibli and the fact that today is my day off...I have redone the list according to audience reviews from high to low. I also included some "thought they were Ghiblis". My highest recommendation and my own personal favorite is Princess Mononoke. I already saw Arrietty last year and I am sorry to say that it belongs in the middle of this list somewhere, it almost felt incomplete to me. It is at least better than Ponyo if anyone else here was as disappointed as I was. The asterisks mark the movies I have seen (hard to believe that I still have not seen Fireflies).

Karzai says Afghanistan joins Taliban peace talks: report (Reuters)
(Reuters) ? The U.S. and Afghan governments have begun secret three-way talks with the Taliban, Afghan President Hamid Karzai told The Wall Street Journal, in a move that could bolster U.S.-led efforts to convene fully fledged peace talks within months.
Karzai's government had previously been excluded from early, exploratory contacts between the Taliban and the United States, with the insurgents seen as resisting the involvement of a local administration they regard as a puppet of Washington.
But the Journal quoted Karzai on Thursday as saying the Taliban were "definitively" interested in a peace settlement to end the 10-year war in Afghanistan, and that all three sides were now involved in discussions.
"People in Afghanistan want peace, including the Taliban. They're also people like we all are. They have families, they have relatives, they have children, they are suffering a tough time," the Journal quoted Karzai as saying in an interview conducted on Wednesday in the Afghan capital.
"There have been contacts between the U.S. government and the Taliban, there have been contacts between the Afghan government and the Taliban, and there have been some contacts that we have made, all of us together, including the Taliban."
The newspaper said Karzai had declined to specify the location of the talks or go into further detail, saying he feared this could damage the process.
Karzai's comments have been published as he prepares to meet the leaders of neighboring Pakistan and Iran in Islamabad on Thursday for a summit set to focus on security issues, including the Taliban insurgency and support for it from within Pakistan.
Washington wants to accelerate the fragile talks with the Taliban so it can announce serious peace negotiations at a NATO summit in May, officials say, in what would be a welcome bright spot in Western efforts to end the war in Afghanistan.
The United States hopes it can declare a start to authentic political negotiations between the Afghan government and the Taliban at the May 20-21 summit in Chicago, after a year of initial, uncertain contacts with militant representatives.
It would be a needed victory for the White House and its NATO partners in Afghanistan as they struggle to contain a resilient insurgency and train a local army while moving to bring their troops home over the next three years.

Vintners revive wine tradition near French Pyrenees (Reuters)
MIREPOIX, France (Reuters) ? With the Pyrenees mountain range firmly set on the southern horizon, a few enthusiastic vintners are trying to resuscitate a local wine-growing tradition that has been lost for many decades.
"We were four at the start. Only one of us was already a wine-maker, I was in agriculture. We just could not understand why Ariege was the only area in France without vines while it had been an important producer in the past," said Philippe Babin, one of the pioneers and a former vegetable seed grower.
He said the fledgling movement had little support at the start but that older local people would tell them how vines used to run everywhere in the region. Abandoned wine presses and barrels for making wine can still be found on many local farms.
"We encountered a lot of skepticism but in the end, wine is the noblest product of a region and we felt that Ariege merited wine," Babin said.
On the other side of the Pyrenees, the sunny side in Spain, there are the wines from Navarra and Rioja. To the east lie the French vineyards of Corbieres and the cotes de Malepere, while Irouleguy in the Basque country and Madiran lie to the west.
Here in the Ariege region, the vines had been uprooted to make place for grain farms for bread in Toulouse and to feed the cattle in the gentle plains along the river Hers, which meanders past the Mediaeval town of Mirepoix, best-known for its carved wooden arcades along the central square.
The Ariege's Mediterranean climate provides good conditions for growing vines with its warm days, while the cool mountain air helps to concentrate flavor in the grapes.
"The nearby mountains provide cold nights and it is that daily difference in temperatures that makes the grapes retract at night, putting a concentration of taste and color in the skins," Babin said.
There had been vineyards here since Roman times and in the Middle Ages monks of the abbey of Saint-Antonin-de-Fr?d?las (Pamiers) made wines that were transported over the Ariege and Garonne rivers to Bordeaux and even made the sea crossing to England. In 1876, the director of a local model state farm replanted vines and there was a new boom.
EXODUS
The phylloxera 'wine pest' at the end of the 19th century and an exodus of people from this rural area to work in manufacturing up north during the age of industrialization, sounded the death knell for vines and by 1960 there was only a little production left for family use.
That was the state of play until Babin and the other Ariege "pioneers" re-planted vines and obtained a local IGP (Indication Geographique Protegee) wine classification from the agriculture authorities in 1998. The first harvest was in 2000.
The area is small and production limited. There are some six producers who work on 60 hectares of vineyards on chalky clay ground. The Mediterranean climate provides dry winters and warm summers. In 2009, they made 1,800 hectolitres, of which 75 percent was red wine, 15 percent rose and 10 percent white.
By contrast, the Bordeaux vineyards stretch for 59,000 hectares.
"It was only in 2008 that the revenues of the year were sufficient to cover the costs of that year, all the other years we had to add money," said Babin.
His Coteaux d'Engravies domain now makes some 20 to 25,000 bottles per year and he hopes to arrive at 30-35,000 in 2013 as younger vines come on stream.
Meanwhile the wines have won awards and positive mentions in wine guides such as Hachette or Hugh Johnston. American importer Jeffrey Alpert distributed some Ariege wine to New York restaurants and there were exports to Japan, Austria and Denmark.
"All the producers here have about the same volumes as I do and that is not sufficient for real exports. Alpert took some boxes and the next year he asked for 20,000 bottles, that is almost all the production," Babin said.
Most of the wines go to restaurants and some are sold in the Super-U supermarket in Mirepoix. They sell at around 10 euros ($13.22) per bottle.
VARIETY OF GRAPES
Despite the small production, there is a rich variety of grapes.
The whites can use 15 different grapes which include the well-known Chardonnay, Pinot Gris, Chardonnay Gris, Semillon, Chenin and Viognier. There are also the more ancient grapes such as Arrufiac, Camaralet de Lasseube, Courbu, petit and gross Manseng, Mauzac or Ondenc. These come from the nearby Bearn region and can trace their roots back to the 17th century.
In the reds there are the superstars Pinot Noir, Merlot, Syrah, Gamay, Cabernet Franc, and Cabernet Sauvignon as well as Cot, petit Verdot and the lesser-known locals Fer, Tannat, and Tempranillo from Spain.
Babin is now experimenting with old Ariege grapes that are not yet allowed to be used in the wines. It will take a few more years before he could present them for acceptance by the authorities.
"We have that gap in our local memory of wine-making, we have to rediscover how the grapes develop in this particular climate," Babin said.
The wines are assembled and the vintner can compose the taste of the wine by using various percentages of the grape varieties. The reds are fresh, pleasant in the mouth with fruity tastes. The whites reveal the minerals of the soil.
"The wines are very similar to Malepere or Corbieres, but due to the mountains we have a bit more concentration in taste, a bit more color and some more acidity and also sugar, a better balance" Babin said.

Moody's warns it may cut AAA-rating for UK and France (Reuters)
NEW YORK (Reuters) ? Rating agency Moody's warned it may cut the triple-A ratings of France, Britain and Austria and it downgraded six other European nations including Italy, Spain and Portugal, citing growing risks from Europe's debt crisis.
Moody's move was less aggressive than rival agency Standard & Poor's, but its action puts London's prized top credit rating in jeopardy for the first time.
It said it was worried about Europe's ability to undertake the reforms needed to address the crisis and the amount of funds available to fight it. It also said the region's weak economy could undermine austerity drives by governments to fix their finances.
The euro and sterling fell after the announcement, with pound falling 0.4 percent to $1.5703 and the single currency dipping 0.3 percent to $1.3154. European and U.S. equity index futures were also lower.
The U.S. rating agency said it changed the outlooks for the ratings of France, Britain and Austria to negative due to "a number of specific credit pressures that would exacerbate the susceptibility of these sovereigns' balance sheets."
Germany's top-tier rating was described as "appropriate" by Moody's, and it affirmed the triple-A rating on the euro zone's bailout fund, the European Financial Stability Fund (EFSF).
Moody's, which said late last year it was reconsidering its European ratings, cut the ratings of Italy, Portugal, Slovakia, Slovenia and Malta by one notch. It downgraded Spain by two notches.
Moody's said the scope of the downgrades was limited due to "the European authorities' commitment to preserving the monetary union and implementing whatever reforms are needed to restore market confidence."
The announcement came a day after Greece's parliament approved a deep new round of budget cuts in the hope of securing new bailout funds and avoiding a chaotic default in March.
Bart Oosterveld, managing director at Moody's sovereign risk group, declined to comment on the state of the negotiations between Athens and its creditors, but said that if Greece were to leave the European Union the impact on financial markets and credit ratings "would be quite profound."
And he warned that European credit markets may still deteriorate despite efforts by the European Central Bank to ease financing pressures with its three-year refinancing operations.
"The markets are better in the short term but probably not in the longer term," Oosterveld told Reuters in an interview. "We think the markets remain quite fragile."
The rating outlooks of the nine countries affected by Moody's action was set to negative, "given the continuing uncertainty over financing conditions over the next few quarters and its corresponding impact on creditworthiness," Moody's said.
BRITAIN, FRANCE UNDER PRESSURE
Britain's finance minister responded by saying the country must keep its promise to slash its large budget deficit.
"This is proof that, in the current global situation, Britain cannot waver from dealing with its debts," Finance Minister George Osborne said. "This is a reality check for anyone who thinks Britain can duck confronting its debts."
The government in Britain has come under increasing pressure to soften its austerity measures to give a stalling economy room to breathe.
The French government said it would press ahead with its policies to improve competitiveness and growth while reducing the government deficit.
"The government is determined to press ahead with its actions to boost growth and competitiveness, notably the reform of the financing of welfare, of employment and the reduction of public deficits," Finance Minister Francois Baroin said in a statement.
The precarious state of European sovereign finances was underlined on Monday, when the head if China's sovereign wealth fund brushed aside an appeal from German Chancellor Angela Merkel to buy European government debt, saying such bonds were "difficult" for long-term investors.
A retreat from European government debt has already been boosting relatively high-yielding Australian and New Zealand debt, as cashed-up Asian sovereign wealth funds and other major bond investors look for safe havens to diversify their holdings.
Reserve Bank of Australia Assistant Governor Guy Debelle said on Tuesday that net purchases of Australian debt by foreigners over the first three quarters of 2011 amounted to more than 3 percent of gross domestic product, markedly larger than Australia's current account deficit.
"Our discussions with market participants suggest that a sizeable share of recent purchases has been by sovereign asset managers," said Debelle.
Moody's move on Monday follows one last month by Standard & Poor's, which stripped France and Austria of their triple-A status, while Italy, Spain, Portugal, Cyprus, Malta, Slovakia and Slovenia were downgraded. S&P also cut the EFSF by one notch.
Also in January, rating agency Fitch downgraded the sovereign credit ratings of Belgium, Cyprus, Italy, Slovenia and Spain, indicating there was a 1-in-2 chance of further cuts in the next two years.

'The Artist' named best picture at UK film awards (AP)
LONDON ? Silent movie "The Artist" had a night to shout about Sunday, winning seven prizes including best picture at the British Academy Film Awards.
Britain's equivalent of the Oscars rewarded the French homage to old Hollywood over a homegrown favorite, spy thriller "Tinker Tailor Soldier Spy."
"The Artist," a black-and-white picture that has charmed audiences around the world since its Cannes debut in May, was named best picture, and its rubber-limbed star Jean Dujardin took the male acting prize. Its filmmaker, Michel Hazanavicius, won prizes for directing and his original screenplay.
Hazanavicius thanked presenter Brad Pitt for pronouncing his name correctly ? and academy voters for recognizing that his silent film even had a screenplay.
"So many people thought there was no script because there was no dialogue," he said.
Another homage to early cinema, Martin Scorsese's Parisian fantasy "Hugo," took prizes for sound and production design.
John le Carre adaptation "Tinker Tailor Soldier Spy" went into the ceremony with 11 nominations compared to 12 for "The Artist," but won just two prizes, for British film and for adapted screenplay.
Writer Peter Straughan dedicated the screenplay award to his wife and co-writer Bridget O'Connor, who died of cancer before the film was completed.
"She wrote all the good bits and I made this coffee," Straughan said. "So, Bridget ? I love you, I miss you. This is for you."
The British prizes, known as BAFTAs, are considered a strong indicator of likely success at Hollywood's Academy Awards, to be held on Feb. 26.
They give more momentum to "The Artist," which has already won three Golden Globes, and has 10 Oscar nominations.
Dujardin, who plays a silent screen icon eclipsed by the talkies, said the appeal of "The Artist" lay in its accessibility.
"It's a simple story," he said. "It's a love story. It's universal. And there's a cute dog" ? Jack Russell terrier Uggie, who almost steals the film from his two-legged co-stars.
"The Artist" also won prizes for cinematography, costume design and for Ludovic Bource's sprightly musical score.
As predicted, Meryl Streep was named best actress for her depiction of Margaret Thatcher, Britain's first female prime minister, in "The Iron Lady." The film also won a well-deserved prize for hair and makeup.
"The ambition of this film was to look at the life of the Iron Lady from the inside out, and to locate something real ? maybe hidden but truthful ? in the life of someone we've all decided we know everything about already," Streep said.
The supporting actor prize went to Christopher Plummer, as an academic who makes a new start late in life in "Beginners." Octavia Spencer was named best supporting actress for her turn as a fiery maid in Deep South drama "The Help"
Spencer said "The Help" had been called "an American movie about American problems and American history."
"I am so grateful to you for seeing past that," she said. "Because surely oppression knows no gender, no sexual orientation, no country."
George Clooney, Pitt, Jessica Chastain, Penelope Cruz, Colin Firth and Judi Dench were among the stars who braved the London cold and bouts of sleet to walk the red carpet before a televised ceremony, hosted by comedian, writer and actor Stephen Fry, at the Royal Opera House.
Many of the frocks were in muted or pastel tones, though "The Help" star Viola Davis, a best-actress nominee, arrived in a pink Valentino "eco gown" made from recycled plastic bottles.
Presenting the award for special effects, Cuba Gooding Jr. paid tribute to singer Whitney Houston, who was found dead in a Beverly Hills hotel on Saturday.
"Whitney, I will always love you," he said ? a reference to one of her best-known songs.
The effects prize went to "Harry Potter and the Deathly Hallows ? Part 2," the final film in the magical franchise and the top-grossing British movie of the year.
Actor-turned-director Paddy Considine and producer Diarmid Scrimshaw took the best British debut prize for the wrenching domestic drama "Tyrannosaur."
"Kidulthood" actor Adam Deacon won the rising star prize, the only category selected by public vote.
"Senna," a portrait of the short, sensational life of race car driver Ayrton Senna, was named best documentary and also won the editing prize.
Scorsese received the BAFTA Fellowship, a lifetime achievement prize, for his "outstanding and exceptional" contribution to cinema in films including "Taxi Driver" and "Raging Bull."
Veteran British actor John Hurt was given an honor for outstanding British contribution to cinema for a career that includes memorable roles in "Elephant Man," "The Naked Civil Servant" and "Alien."
Hurt said his advice to young people would be the same as Noel Coward gave to him when he was an aspiring actor: "Press on."
"Press on, and don't let anybody get in the way of your instincts," Hurt said.
In recent years, the British awards have helped underdog films gain momentum for Hollywood success.
In 2010, Danny Boyle's "Slumdog Millionaire" won seven BAFTAs, including best film; it went on to take eight Oscars. Last year "The King's Speech" won seven BAFTAs and four Oscars, including best picture.
